AI and software for municipalities and agencies

We build AI for government organisations that face growing case loads with the same number of people: municipalities, provinces and executive agencies. Our tools prepare files, search archives and connect systems through open standards, while civil servants take every decision that affects a resident.

Where the work gets stuck.

  • Case loads keep rising

Wmo applications, youth care, permits under the Omgevingswet and objections all require careful reading of files. Vacancies in case work teams mean waiting times grow.

  • Woo requests take weeks of manual work

A single request under the Wet open overheid can mean collecting hundreds of emails and documents, then redacting personal data line by line. Deadlines are tight and the work is hard to plan.

  • Systems are tied to single suppliers

Case, registration and document systems have grown into closed packages. Moving to Common Ground and the ZGW APIs is agreed policy, and each step still requires integration work.

How we improve government.

Each one is scoped around your systems and rules, and each one keeps a person in charge of the decisions that matter.

  • Woo request processing

Relevant documents are gathered from mailboxes and archives, grouped, and marked with proposed redactions and the ground for each one. The responsible official decides what is disclosed.

    Built as document processing

  • Case file summaries for case workers

A case worker opens a file and gets a summary of the history, previous decisions and relevant local policy, each linked to its source. The case worker assesses the application and writes the decision.

    Built as custom RAG

  • Resident questions for the contact centre

Questions arriving by chat, email or web form are answered from checked municipal information, and personal matters are routed to the right team with a summary. Contact centre staff review answers in sensitive categories.

    Built as customer operations agents

  • Council and policy document search

Council decisions, policy memos and regulations become searchable by meaning across years of archives. Policy advisers find earlier positions and commitments in minutes.

    Built as semantic search

  • Common Ground and ZGW integrations

We connect case handling, forms and registrations through the ZGW APIs, Haal Centraal and StUF where it is still needed. Each integration reduces dependence on a single package.

    Built as API integrations

  • AI readiness and algorithm assessment

We review which processes suit AI, what the AI Act and your algorithm policy require for each, and which data is fit to use. The result is a prioritised list your management and CISO can act on.

    Built as AI readiness assessment

Built around the rules.

What we design for from the first week. Your legal and compliance people keep the final word.

  • BIO2 and the Cyberbeveiligingswet

The Dutch NIS2 implementation makes the Baseline Informatiebeveiliging Overheid (BIO2) the security framework for government. We design access, logging, hosting and supplier controls so your CISO can assess a build against it.

  • Woo and Archiefwet

Documents and AI outputs that form part of a case are stored as records, with retention and disclosure in mind. We keep source, version and decision history together so files can be archived and disclosed properly.

  • EU AI Act and the algorithm register

AI that assesses eligibility for public benefits and services is high-risk under the AI Act. We design for human oversight and documentation, and provide the details you need to publish an entry in the Dutch algorithm register.

  • Digital accessibility

Public-facing portals and forms are built to WCAG 2.1 AA through EN 301 549, as Dutch government accessibility rules require. We test with assistive technology and deliver material for your accessibility statement.

Works with what you run.

If a system has an API, a database, an export or an inbox, we can build on it. These are the ones we meet most.

Where to start.

Woo request support for one team

A tool that helps one Woo or legal team collect, sort and redact documents for incoming requests. It targets a clear bottleneck and shows how AI proposals and official decisions work together.

Talk it through

What it includes

  • Document collection from Microsoft 365 and DMS
  • Duplicate detection and grouping
  • Redaction proposals with legal ground
  • Review screen and decision log
